About
The California Uniform Public Construction Cost Accounting Act (CUPCCAA), codified in California’s Public Contract Code §§ 22000-22045, is a state law designed to promote uniformity in cost accounting standards and bidding procedures for public construction projects undertaken by California public entities, such as school districts, community colleges, and sanitary districts. Enacted to streamline procurement and reduce administrative burdens, it allows participating agencies to bypass traditional formal bidding for smaller projects by using informal bidding processes among prequalified contractors from an approved list. This framework enhances efficiency, saves time and costs, and ensures compliance with prevailing wage laws, fostering competitive yet simplified access for licensed contractors in categories like general engineering and building construction.
