A Citizens’ Bond Oversight Committee (a.k.a. “CBOC”) in California is an independent group mandated by state law to ensure accountability and transparency in the expenditure of bond funds for school and community college facility projects. Established under Proposition 39 (passed in November 2000), which lowered the voter approval threshold for school construction bonds from two-thirds to 55%, CBOCs are required to oversee bond measures to ensure funds are spent as intended.
